California has taken a big step toward simplifying small-lot home development. A new state law now streamlines the approval process for subdivisions of up to 10 homes on qualified infill sites—no environmental review or public hearings needed if requirements are met. In multifamily zones, each new small lot must be at least 600 sq-ft, and the average floor space can’t exceed 1,750 net habitable square feet. There are clear distinctions for multifamily and single-family zones when it comes to the 10-unit cap and inclusion of ADUs or JADUs. Los Angeles led the way years ago with its own ordinance, encouraging compact ownership and opening up more pathways for homeownership.
As multi-unit owners and long-time leasing specialists, we’ve watched these changes with interest. Expanding opportunities for buyers and investors is always a positive move, especially as the question of whether these developments truly serve as starter homes remains up for debate. It’s encouraging to see even more flexibility now for redeveloping vacant single-family lots. For owners and landlords navigating these updates, experience and careful tenant selection remain as important as ever. We’re here to help you stay ahead in L.A.’s ever-evolving housing landscape.
